During the Waco seige the FBI contacted a Russian scientist about technology he had invented that could make people hear voices in their heads. They told the Russian that they wanted to use it to implant the "voice of God" into David Koresh's head to tell him to give up. The scientist agreed since it seemed like a good cause but later the FBI came back and asked him to sign an agreement that if the Branch Davidians committed suicide he wouldn't sue them. The Russian scientist changed his mind and pulled out.
I don't remember the name of the scientist but it's somewhere in these Byte show files.

I believe the shooter when his says they made me do it! The technology is real and it has existed for over 20 years. It would be nice if Putin leaked that story!
