Russia rams Ukrainian ship 11/25/2018

Russia has requested an emergency meeting of the UN Security Council, which US ambassador to the UN Nikki Haley says has been called for 11:00 New York time (16:00 GMT) on Monday.

Russia has seized three Ukrainian naval vessels off the Crimean Peninsula in a major escalation of tensions between the two countries.

Two gunboats and a tug were captured by Russian forces. A number of Ukrainian crew members were injured.

Each country blames the other for the incident. On Monday Ukrainian MPs are due to vote on declaring martial law.

The crisis began when Russia accused the Ukrainian ships of illegally entering its waters.

The Russians placed a tanker under a bridge in the Kerch Strait - the only access to the Sea of Azov, which is shared between the two countries.

n the morning, Ukraine's Berdyansk and Nikopol gunboats, and the Yana Kapa tug, tried to sail from the Black Sea port of Odessa to Mariupol in the Sea of Azov.

The shallow Sea of Azov lies east of Crimea, and south of the Ukrainian regions partially seized by pro-Russian separatists.

The two Ukrainian ports on its northern shore - Berdyansk and Mariupol - are key to exporting grain and produce such as steel, also for importing coal.

The 2003 treaty between Ukraine and Russia guaranteed free navigation to both countries' vessels.

But Russia has recently begun inspecting ships going to or from Ukrainian ports. Earlier this month, the EU warned it would take "targeted measures" to address the issue.

The inspections began soon after Ukraine detained a fishing vessel from Crimea in March. Moscow says they are necessary for security reasons, pointing to a potential threat to the bridge from Ukrainian radicals.

Arsen Borysovych Avakov  born January 2, 1964) is a Ukrainian politician and businessman. Between 2005 and 2010 he was Governor of Kharkiv Oblast. Following the February 2014 revolution, he was appointed Minister of Internal Affairs in the first cabinet of Prime Minister Arseniy Yatsenyuk. He was reappointed to the same position in the December 2014.

Arsen Avakov was born to an Armenian family on January 2, 1964 in settlement imeni Kirova (since 1992 Rəsulzadə, located within Binəqədi raion) of Baku, Soviet Azerbaijan. "Avakov" is the Russified version of the Armenian surname "Avagyan" (also transliterated as "Avakyan" or "Avakian"). He moved to Ukraine with his family in 1966.

On February 27, 2014, Avakov was appointed Acting Minister of Internal Affairs of Ukraine. He described pro-Russian separatists as "terrorists". Russia requested that Avakov be placed on Interpol's wanted list for "the use of prohibited means and methods of warfare, aggravated murder, the obstruction of professional activities of journalists, and abduction."On 9 July 2014, a Moscow district court arrested him in absentia.

In September 2014 Avakov became a founding member of his new party People's Front.

Avakov has published twelve scientific papers, one monograph, and a number of essays on political and social issues.

In November 2014, Ukraine's chief rabbi Yaakov Bleich condemned Avakov's appointment of Azov Battalion deputy commander and leading Patriot of Ukraine member Vadym Troyan as Kiev Oblast police chief, and demanded that "if the interior minister continues to appoint people of questionable repute and ideologies tainted with fascism and right-wing extremism, the interior minister should be replaced."
